一手樓市場最近竟然有一個講明斷水斷電的「新盤」發售，而且低層貴過高層單位，究竟是甚麼一回事? 這個一手「新盤」項目是位於<a style="color: #ff6600;" href="https://www.midland.com.hk/zh-hk/district/%E4%B9%9D%E9%BE%8D-%E4%B9%9D%E9%BE%8D%E5%9F%8E-130ND20004" target="_blank" rel="noopener noreferrer">九龍城</a>，樓齡約49年，座落於侯王道24及26號的「一手樓」，實際位置夾在<a style="color: #ff6600;" href="https://www.midland.com.hk/zh-hk/list/buy/%E6%90%9C%E5%B0%8B-H-cf5f23ca" target="_blank" rel="noopener noreferrer">The Avery</a>及<a href="https://www.midland.com.hk/zh-hk/list/buy/%E6%90%9C%E5%B0%8B-H-18e07cd4" target="_blank" rel="noopener noreferrer">金．御門</a>，鄰近九龍城市政大廈及<a style="color: #ff6600;" href="https://www.midland.com.hk/zh-hk/list/buy/%E6%90%9C%E5%B0%8B-H-650880b2" target="_blank" rel="noopener noreferrer">宋皇臺站</a>，有屯馬線優勢概念支撐，而且位於「41區名校網」。 九龍城物業一向有價有市，除了因為處於「41區名校網」，而且鄰近港鐵<a style="color: #ff6600;" href="https://www.midland.com.hk/zh-hk/list/buy/%E6%90%9C%E5%B0%8B-H-650880b2" target="_blank" rel="noopener noreferrer">宋皇臺站</a>，連同於有多條巴士及小巴路線，來往港九新界多處地方完全不成問題，令<a style="color: #ff6600;" href="https://www.midland.com.hk/zh-hk/list/new-property/%E6%A0%A1%E7%B6%B2-41-S-41" target="_blank" rel="noopener noreferrer">新盤</a>以至<a style="color: #ff6600;" href="https://www.midland.com.hk/zh-hk/list/buy/%E6%A0%A1%E7%B6%B2-41-S-41" target="_blank" rel="noopener noreferrer">二手市場</a>都不時出現承接。 說回項目，乃於2022年6月中公布樓書及價單，同時上載銷售安排，於6月23日發售6個單位，售價由420萬元起，不設任何折扣優惠。樓書資料顯示，該項目為單幢樓，於1973年6月25日獲發出入伙紙，樓高6層，賣方為胡督祿及李許潤蘭（已故許麗梅之遺產承辦人），現為2樓、3樓、4樓及5樓A單位，3及4樓C單位的註冊業主。該六個單位實用面積分別為375平方呎或424平方呎。 <h2>低層貴過高層單位 因為&#8230;</h2> 項目不設升降機，樓高6層，意味着住戶要使用樓梯來往各層，因此價單內低層單位的售價較高層單位更高。1號價單售價420萬至550萬元，呎價由11,200至12,972元，入場單位為4樓C室為售價及呎價最低的一伙；至於2樓A室實用面積424平方呎，為售價及呎價最貴的一伙。另地下為商舖。 至2022年9月5日，業主調低6個單位單位售價11.8至23.8%，並於9月9日重推，6個單位已悉數沽清。據成交紀錄冊資料顯示，6個單位的成交價介乎320萬至485萬元，以單位面積375及424平方呎計算，呎價介乎8,533元至11,439元。 <img decoding="async" loading="lazy" class="size-full wp-image-93387" sizes="(max-width: 2560px) 100vw, 2560px" /> 上述6個單位的電力供應已經截斷，單位並無提供燈掣，插座及冷氣機掣，供水方面又指各住宅單位均無熱水供應，同時水錶及電錶均已截斷，單位並無氣體供應。有關項目水、電之供應，單位買家須自行向有關政府部門/公用事業機構申請，及支付相關之按金。買家如進行裝修，也須自行安排清理廢料及支付相關支出。 C室單位面積有375平方呎，分三間睡房，扣除洗手間及備餐區後，睡房主體面積分別為58平方呎、75平方呎及65平方呎。A室為實用面積424平方呎的單位，入屋經過兩道走廊，同樣分間為三個睡房。每間睡房均自設洗手間及備餐區。若扣除洗手間及備餐區後，兩間睡房主體面積約有100平方呎、另一睡房則只有52平方呎。 <h2>樓齡已達49年 未曾有轉讓紀錄</h2> 同時，該批單位在過往15年大部份時間均為出租，而單位現有之間格及裝置、裝修物料及設備均為租客所設置，租期屆滿搬出時並無清拆/清走，而棄置在單位內的。樓書亦特別提及，項目各單位之間隔及裝置、裝修物料及設備並非新造，無論用料及手工均屬「次級」，而賣方從租客手上收回此等單位後，亦無進行裝修、保養或翻新，故整體而言屬失修狀況。 儘管上述項目雖然樓齡已達49年，但由於《一手住宅銷售條例》所規定，未曾有轉讓物業的紀錄都屬於一手樓，因此該項目須按法例規定，公布樓書及價單等文件。「一手住宅物業銷售監管局」局方職員亦表示，需否按《一手條例》出價單賣樓，主要視乎物業是否曾經訂立過「臨時買賣合約」或「買賣合約」及曾經轉讓。若否，便要跟足《一手條例》。 同時，項目不屬於市建局日前宣布重建的九龍城「衙前圍道」及「賈炳達道」的範圍。市建局早前最新發布總佔地3.7公頃的「衙前圍道/賈炳達道」發展計劃，為2007年<a style="color: #ff6600;" href="https://www.midland.com.hk/zh-hk/list/buy/%E6%90%9C%E5%B0%8B-H-63b324c3" target="_blank"
